[2022 APRU Multi-Hazards Webinar Series] Safety and Resilience of Higher Educational Institutions: Considerations for a Post-COVID-19 Pandemic Analysis

Higher educational institutions (HEIs) have had to undergo significant transformations during the COVID-19 pandemic. Some countries have also experienced both the pandemic and natural hazards. However, the situation has given HEIs a good opportunity to review their campus disaster preparedness, response, and recovery capacities. This session will share the HEIs’ experiences of responding to COVID-19 and new ideas to overcome the challenges.

Dr Mellissa Withers
Associate Professor at University of Southern California and Director of the APRU Global Health Program

Mellissa Withers, PhD, MHS is Associate Professor at the Keck School of Medicine in the Department of Population and Public Health Sciences. She is Director of the Global Health Program of the Association of Pacific Rim Universities, a non-profit network of over 60 universities in the Asia-Pacific. She also directs the USC Online MPH Program. Her research interests are global health, mental health, sexual and reproductive health and gender-based violence. Dr Withers’ work spans the globe, with projects in Latin America, Africa and Asia. She received a PhD from the UCLA Fielding School of Public Health with a minor in anthropology. She also earned a Master’s in International Health from the Johns Hopkins Bloomberg School of Public Health and a BA in international development from UC Berkeley. She teaches courses on global health leadership, global health ethics, and research methods. Dr Withers is the co-editor of two books, has published more than 60 scientific articles and serves on the editorial boards of numerous international global health journals.

Dr. Tsung-Yi Pan
Associate Research Fellow at Center for Weather Climate and Disaster Research, National Taiwan University

Dr. Tsung-Yi Pan received a B.S. in Agricultural Engineering from National Taiwan University in 1998, and a Ph.D. in Bioenvironmental Systems Engineering from National Taiwan University in 2004. After nearly half a year as a postdoctoral researcher in National Science and Technology Center for Disaster Reduction (NCDR) in 2005, he replaced military service by continuing his academic research through the defense industrial reserve system until 2009. He joined the Center for Weather Climate and Disaster Research at National Taiwan University as an assistant Research Fellow in 2011, and was promoted to an associate research fellow since August 2018. Between 2011 and 2016, he worked as a key member of Disaster Emergency Response Team of the Water Resources Agency, Ministry of Economic Affairs. From 2016 to the present, he has been the project manager of Disaster Prevention and Protection Project for Taipei City.

Dr Ailsa Holloway
Senior Lecturer, Auckland University of Technology

Ailsa Holloway is a Senior Lecturer in Public Health at Auckland University of Technology in New Zealand. She has extensive programme management, disaster risk-related and public health experience in Asia, the Middle East and Africa. Since 1998, she has introduced disaster risk-related post-graduate programmes in Africa, provided technical support to South Africa’s disaster management legislative reform process and helped to coordinate the African university consortium, Periperi U. Ailsa has served as a member of the Global Science and Technology Advisory Group for Disaster Risk Reduction, and has a doctorate in public health from UCLA.

Dr. Takako Izumi (moderator)
Associate Professor at IRIDeS, Tohoku University, and Director of the APRU Multi-Hazards Program

Dr. Takako Izumi is an associate professor at the International Research Institute of Disaster Science (IRIDeS), Tohoku University, Japan since 2013. She also serves as Program Director of the Multi Hazards Program under the Association of Pacific Rim Universities (APRU), which comprises 55 universities and academic institutes in the Pacific Rim. Her research interests include international and regional frameworks/strategies for disaster risk reduction (DRR), international humanitarian assistance, and DRR initiatives at the local and community levels.

Prior to joining academia, she has more than 15-year experience as a practitioner in humanitarian assistance, disaster response, recovery, risk reduction as well as various development issues with an international NGO and UN agencies such as UN Habitat, UN Office for the Coordination of Humanitarian Affairs (UNOCHA), UN Office for the Recovery Coordinator for Aceh and Nias (UNORC), and UN International Strategy for Disaster Reduction (Current UNDRR).

She has been appointed as a member of the UNDRR’s Asia-Pacific Science Technology and Academia Advisory Group (ASTAAG) since May 2015. She holds Ph.D. in Global Environmental Study from Kyoto University, Japan.
