Global MOOC and Online Education Conference 2021 will be held virtually from December 6-9, 2021. The conference aims to explore policies and practices in driving the innovation required in the new global digital era for the higher education sector, as well as showcase collaborative ideas and frameworks to build more open, integrative, and resilient universities. The conference has seven sub-forums. The topics of the sub-forums are:

  1. Digital transformation of higher education and teachers’ professional development in the MOOC era;
  2. MOOC and online learning in future education;
  3. Educating future scientists & engineers;
  4. Virtual mobility and curricular programming;
  5. Digital technology enhances blended learning and collaborative learning
  6. Designing and delivering the most career-relevant online programs;
  7. Transformation of online learning platforms.

Dr. Christopher Tremewan (Sub-Forum Co-Chair)
Secretary General APRU Secretariat

Dr. Tremewan was elected as APRU’s 4th Secretary General and took up the role from June 2011.

Before heading the APRU International Secretariat, he was the Vice-President/Pro Vice-Chancellor (International) of the University of Auckland, New Zealand.

He holds bachelor’s and master’s degrees in social anthropology from the University of Auckland, a master’s degree in Public Administration from Harvard University, and a Ph.D. in political science (on Southeast Asian politics) from the University of Canterbury.

He was elected a senior associate member of St. Antony’s College, Oxford University, in September 1991 from where he published the book The Political Economy of Social Control in Singapore (Macmillan and St Martin’s Press, 1994, reprinted 1996). He was a visiting fellow at Georgetown University in Washington, D.C. in 2003 and a visiting professor at Peking University in 2007 – 2008.

In 1995 he became the founding director of the New Zealand Asia Institute, which he led until 1999. Previously, he held positions as a senior consultant, executive secretary, and research director for international development organizations based in Hong Kong, Singapore, and Tokyo.

A specialist on social regulation in Southeast Asia, his research has recently focused on the internationalisation of higher education.

Prof. Alan CHAN (Keynote Speaker)
Provost, J.S. Lee Professor of Chinese Culture The Chinese University of Hong Kong

Professor Alan K.L. Chan is Provost and J.S. Lee Professor of Chinese Culture at The Chinese University of Hong Kong (CUHK).   He received his Ph.D. from the University of Toronto, Canada, in Chinese and comparative philosophy and religion.  Prior to joining CUHK, Professor Chan was Toh Puan Mahani Idris Daim Chair Professor of Humanities at Nanyang Technological University (NTU), Singapore, where he also served as Dean of the College of Humanities, Arts and Social Sciences and from January 2018, as Vice President. Before joining NTU, Professor Chan was Professor of Philosophy and Associate Provost (Undergraduate Education) at National University of Singapore (NUS).   While at NUS, he twice received the Teaching Excellence Award.  Professor Chan’s research focuses on Chinese philosophy and religion, and hermeneutics and critical theory.  He is currently a member of the Board of Directors, International Confucian Association, Vice-Chairman of the Board of Directors of Shenzhen Institutes of Advanced Technology of the Chinese Academy of Sciences, member of the Governing Board of CUHK, Shenzhen as well as a member of the Hong Kong University Grants Committee.  His online module, “Explorations in Confucian Philosophy,” a MOOC on Coursera has attracted over 10,000 learners.

Dr. Xuemin XU (徐学敏) (Keynote Speaker)
Vice President (Education and International Affairs), Shanghai Jiao Tong University

Dr. Xu received her Ph.D. degree in Mechanical Engineering (1991) from University of Illinois at Urbana-Champaign, USA. She was on the faculty of Mechanical Engineering at Purdue University before taking the “Chang Jiang Scholar” Distinguished Professorship in Biomedical Engineering at Shanghai Jiao Tong University in 2003. She received the “Outstanding Youth Award” by Chinese Natural Science Foundation (CNSF) in 2007 and was the recipient of Natural Science Award from Chinese Ministry of Education in 2010. Her research focuses on thermal immune cancer therapy and medical device, supported by NCI and NSF in USA, and Chinese NSF, MOST.  With more than 200 peer reviewed journal papers and conference proceedings, and five book chapters published, she has been elected to ASME, AIBME, IAMBE fellows. She is currently serving as Vice President of Shanghai Association for Science & Technology,Vice President of Shanghai Federation of Returned Overseas Chinese, Vice Director of Association for Graduate Education in China. She is also the Founding Fellow for the Academy of International High Education of IIE in USA.

Prof. Eduardo VERA SOBRINO (Keynote Speaker)
Director of International Affairs, University of Chile

He received the BSc and MSc degrees in Physics from the University of Chile and the PhD degree in Physics from Brown University, USA, in 1974, 1976 and 1982 respectively.  Dr. Vera has extensive experience in academic and industrial applied research in information and communications technologies (ICT), working in the USA, Japan and Chile. At present he is Adjunct Professor of Electrical Engineering and Executive Director for Innovation and Development at the Center for Mathematical Modeling (CMM) of the University of Chile. He also serves as Director of International Affairs at the University of Chile.

Ms. Shally FAN
Director of Academic Links, The Chinese University of Hong Kong

Ms. Shally Fan is Director of Academic Links at CUHK. Ms. Fan promotes and supports the University’s internationalization strategy in research and education with a view to strengthening its impact and visibility on the global stage, and enriching the international exposure and inter-cultural experience of students. She oversees all aspect of the internationalization at the University, including teaching and research partnerships, strategic alliances and networks, collaborative agreements, as well as student and faculty mobility, among other programmes and initiatives. 

Ms. Fan received her BA from the University of Adelaide and MCom from the University of South Australia. She joined the Office of Academic Links at CUHK in 2001 to manage the University’s student exchange programmes. Since then, she has played a key role in developing CUHK’s international partnership network, which now include partnerships with over 360 institutions in more than 35 countries/regions.

Dr. WANG Xiaoxiao
Director of Online Education Center, Tsinghua University Secretary General of Ministry of Education Research Center for Online Education Secretary General of Global MOOC Alliance.

Xiaoxiao Wang is the Director of Online Education Center at Tsinghua University, Secretary General of Ministry of Education Research Center for Online Education, and Secretary General of Global MOOC Alliance. Since 2013, Wang has been working on MOOC development, blended learning, and hybrid learning at Tsinghua University. She obtained an Ed.D from Tsinghua University and a BSc in urban and regional planning and an MA in the economics and management of education from Peking University.

Dr. Voraprapa NAKAVACHARA
Assistant to the President for Global Engagement, Chulalongkorn University

Voraprapa is currently the Assistant to the President for Global Engagement at Chulalongkorn University. She also teaches “Digital and Innovative Economy” and “Labor Economics” at the Faculty of Economics, Chulalongkorn University.

Her role as the the Assistant to the President for Global Engagement is to oversee the Office of the International Affairs and Global Network. Her responsibility is to support Chulalongkorn University’s mission to create “innovations for society” at the international level under three areas, namely, (i) Future Leaders, (ii) Impactful Research and Innovation, and (iii) Sustainability.

Voraprapa received a Ph.D. in Economics from University of Southern California. She also holds a Master’s degree in Applied Economics from University of Michigan (Ann Arbor) and a Bachelor’s degree in Computer Engineering (Honors) from Chulalongkorn University. Voraprapa has worked several years in private sector in both the United States and Thailand prior to joining Chulalongkorn University.

Mr. Seung Hyun YANG
Manager, International Mobility & Cooperation Team Office of International Affairs Korea University

Mr. Seung Hyun Yang is Manager of Study Abroad Programs at Korea University. Mr. Yang currently manages over 160 active partnerships, his current priorities include the university’s strategic engagement to develop innovative programs. He is also a regular visitor to Europe, covering the university’s study abroad programs. Each semester, over 45% of Korea University students choose European universities as their exchange studies destination.

Ms. Jackie Wong (Moderator)
Director Network and Student Programs APRU Secretariat

Ms. Jackie Agnello Wong is the APRU Director, Network and Student Programs. With over 20 years of working in the higher education sector and policy, Wong is dedicated to informing international public policy making through education, research, and partnership. Prior to joining the APRU Secretariat, she launched the first-ever Global Master of Public Policy, a joint executive degree with The University of Hong Kong and the University of Southern California as the Director for Marketing and Recruitment. Prior to this role she served at the Program for Environmental and Regional Equity (PERE) and the Center for the Study of Immigrant Integration (CSII), research centers at the University of Southern California. She has a Master of Public Administration from University of Southern California and holds a B.A. in Sociology from the University of California, Santa Cruz.
